2020 Capital Levy

In 2020 the people of Port Angeles said yes to to investing in our schools by passing the Capital Levy. Checkout our progress on the four goals of this Capital Levy.

Goal 1 (Completed): Deliver on the proposed tax-rate

In 2020, voters approved a Capital Levy promising our combined tax rate would stay under $4.12. We're proud to report it has remained below this threshold every year since.

In 2023, the rate was $3.05, and in 2024, it dropped to $2.81. The proposed capital bond will replace the current levy ending in 2025, aiming to keep tax rates flat for individual taxpayers.

Goal 2 (Completed): Provide safety vestibules at all elementary schools 

Capital Levy funds have been used to install safety vestibules in all Port Angeles School District elementary schools, creating a secure single point-of-entry. These vestibules allow staff to confirm and monitor all visitors. Safety remains our top priority!

Goal 3 (Completed): Build a high-quality athletic field at the former site of Monroe Elementary School

The Port Angeles School District opened the Monroe Playfield last fall. This project, part of our facilities plan since 2007, was funded through property sales, timber revenues, and capital levy funds.

The state-of-the-art artificial turf allows for year-round play, regardless of weather, and it has been popular among users. The field accommodates soccer, football, and fast-pitch softball and includes bleachers, walking paths, and additional seating on sloped hills.

Goal 4 (In Progress): Remodel and expand Stevens Middle School

On June 13, after finding nearly $12 million in cost savings from the original proposal, the Port Angeles School District unveiled the design of the new middle school!  PASD has contracted with Forma Construction to build the new facility and has collected just over $37 million of the $52.6 million allotted in the capital levy. Construction will begin once all levy funds are collected.  

 

Port Angeles Capital Advisory Committee (PACAC)

About the PACAC: 

The Port Angeles Capital Advisory Committee (PACAC) was formed in 2020 to ensure ongoing facilities updates were informed by a broad-cross section of the Port Angeles community. The PACAC review expenditures, develops and reviews designs, and provides feedback to the PASD Board of Directors during the firm selection process. The mission of the PACAC is to support the construction, modernization, and remodeling of school facilities while maximizing dollars from the state and minimizing the burden on taxpayers. 

PACAC members include:
