Annual Public Announcement - Highly Capable Identification

The referral window for the identification process for Port Angeles School District's Highly Capable program is now open! Annually, we put out extra effort to identify gifted learners, known as Highly Capable students. The Highly Capable program is for students who may have talents and needs beyond the scope of the general classroom environment. Parents and educators recognize that all children and students have unique skills and strive to meet their needs through various curriculum and learning activities within the general classroom.

Evidence and research have shown that high-ability students from underserved populations are persistently underrepresented in gifted and advanced academic classes and programs for students identified as gifted. This year, one of our primary goals is to gather referrals to identify those who would benefit from this program and may be limited in English, linguistically diverse, learning disabled, or from minority or low-income backgrounds. These students need our energy and efforts to pursue their identification as having the potential to be identified as Highly Capable.

All 2nd Grade students are provided the Cognitive Abilities Test (CogAT) at the end of January each year - parent permission is not needed for this opportunity. This testing tool has been tremendous in finding students with potential, underrepresented populations, twice-exceptional students, and students whose behaviors and classroom performances may not reveal their potential. Students in the top 20% of the test population are pursued and encouraged to continue with the CogAT full assessment; at that time, we must have parent permission to continue with the entire identification process. 

Students may be referred/nominated by a teacher, parent, guardian, community member, school staff member, or self-nominate.

signed "referral" form is needed to assess your student for Highly Capable identification – unless they are in the 2nd Grade as all students will receive the screener test. The referral form is available on the last page of the packet as well as from the following sources: 

  • Your school secretary/teachers and 
  • The school district's webpage:


The deadline to receive the Permission Form is Friday, January 21, 2022 - 3 pm


· Referrals must be returned to 

o the building secretary or 

o the Hi-Cap Coordinator of the Port Angeles School District (see below).
